The federal rules aimed at protecting human subjects of medical experiments were established to ensure that patients must be warned of potential risks and an independent panel would evaluate the experiment before it was conducted.

a. must be warned of potential risks and an independent panel would
b. must be warned of potential risks and that an independent panel
c. are warned of potential risks and that an independent panel
d. will be warned of potential risks and an independent panel would
e. would be warned of potential risks and that an independent panel

Can you help me which one is correct option and what is logic behind answer?

The answer should be E.

'Would' should be used when a sentence talks about the future in past tense.

Past Future(In reference to past) Present

| - Past
|| - Future(In reference to past)
||| - Present

For past if there is some future reference use would.

If you look at the answers themselves, none have a parallel structre except E.

So you have: the federal rules aimed (simple past) ...were established (simple past) to ensure that patients would be (in the future)...and independent panel would evaluate (in the future)...

The previous explanation is great: the future in the past. The rules were establised to accomplish something later.

Why doesn't E have a would after independent panel? I thought that was necessary to maintain parallelism

What is the OA. I think the answer is C. In C, it says that patients are warned due to the rule and experiments are evaluated. I think the tense should be present, as it is stating the fact.

This question is testing Tense and Parallelism.

1. We need Parallelism here, so we have to retain second that ( Eliminate : A,D)
2. Tense part very well explained by rahul.

summerizing above comments....

when we talk abt future in past tense then we need to use WOULD

When we talk about future in present tense then we need to use WILL

These rules sounds good in this particular sentense.... Fair enough!

but there is some more explanation related to it... like...

'would ' represents a kind of uncertainty abt happening of things N WILL represents a thing which
is definately going to happen'.

Can somebody put more emphasis on this point b'coz it always create confusion...

OP made a typo, choice E does have "would" after "independent panel".

an independent panel evaluates (not evaluate) the experiment. Narrow it to A or D .
