I will go with E. In the choosen answer though ammounting is correct, three qurter is not having a right modifier. This error has been fixed in E, short is always not sweet.

Ronnie, any specific reason for not choosing E . i think even though its a passive voice, but it seems correct.

In D, the second clause..down from nearly 3 quarters a decade ago. dont you think it requires a noun phrase?. down from (Population of the state) that was 3 decades ago.
