It's a difficult choice to make between A and B........I think A is wrong because of the word household incomes..........please correct me if I am wrong

I also was confused between A and B, but went wrong when I selected B.
when you read this question at first you think that income is uncountable,
so it must be singular...yes this rule works, but we have to consider the meaning,
now that I thought twice I reconsider the situation:

what should the reader understand from " 60% of household income is below the poverty level"??
does it mean that the remaining 40% is above the poverty level? it does not make sense at all.

but considering A, we should understand that 60% of the incomes(60 out of 100 household incomes) are below the poverty level.

I m not sure if that's the best explanation, but it seems satisfactory to me:D
