A. regarded as pests by gardeners because of their burrowing activity spoiling
B. regarded to be pests by gardeners because of their burrowing activity's spoiling
C. regarded as a pest by gardeners because of burrowing activity spoiling
D. considered as a pest by gardeners because of its burrowing activity spoiling
E. regarded as a pest by gardeners because its burrowing activity spoils lawns and gardens.

isn't there something missing from the choices?

Either C --> regarded as a pest by gardeners because of its burrowing activity spoiling

or E --> regarded as a pest by gardeners because its burrowing activity that spoils lawns and gardens.

Singular verb is what we should look for but either of the above words in bold is missing, IMO.

No, there's nothing missing.
The answer is E.

IMO:E

The Mole is singular, hence should accompany with "it"

In all the sentences above (except E) 'of' is unnecessarily used creating a prepositional phrase, which is not needed.

Also, 'mole' is the singular subject and requires singular verb 'its'.
The -ing form of spoil is incorrectly used and makes no sense.

We are unable to answer what/who does the burrowing activity! - Not clear enough. Hence OUT
