The sentence explains that Mohammed Taxi had served as an acting president in 1995, after which he won the election now with the most votes to eventually become president.

Option A - incorrect
In this option, the main clause doesn't have a verb serving as its modifier. So it doesn't make it cool.

Option B - incorrect
There is no verb modifier for the main clause. Thus, this makes the sentence incomplete.

Option C - incorrect
The phrase is an incomplete one. 'who' and 'He' are both pronouns for the same noun; so the last part of the sentence is not appropriate.

Option D - incorrect
Using the verb 'having had' in the sentence, changes the intended meaning of the sentence. It makes it seem as though he was present in 1995 and then he won the election that same year.

Option E - correct
"had' which is the correct form of the verb is used correctly to explain that Mohammed had served as an acting president in 1995 and now he won the election with the majority of votes.
