(D) The program for modernizing the steel mill, which can, it is hoped, be completed in the late 1980’s and cost approximately 51 million dollars.

(E) Modernizing the steel mill, a program that can, it is hoped, be completed in the late 1980's, will cost approximately 51 million dollars

IMO E.

The antecedent of "Which" is the immediate preceding noun. A and D are out based on this rule.

In B, "Hopefully completed" is not correct

In C, "Hopefully to be completed" construction is wrong. Hopefully is an adverb and hence not correctly used here.

yeah, one has to choose between C and E for the right answer, and although E may be wordy, it is better constructed than C.
