City Planners in Detroit hope that the renewal project extending along the eastern riverfront will establish a population that lives and works downtown and also provides the office space needed to attract new businesses.

A) that lives and works downtown and also provides
B) to live and work downtown and also provide
C) that lives as well as works downtown and also provide
D) which lives as well as works downtown and also provides
E) who live as well as work downtown and also provides

Getting defeated is just a temporary notion, giving it up is what makes it permanent.

A/D/E - provides is not parallel with establish
B - to live and work seems to modify City planners.
C employs right parallelism - will establish ... and also provide, the usage of that refers rightly to population.

IMO C

The correct answer should be C as explained above.

Population is singular not plural. But here do not get confused. The population is not providing the space, the project has to establish the population and provide office space.

Hope that clears your doubt.

In A, when is an incorrect modifier.
B is correct
C has either but does not have an or

1st Question :

Choice between is the correct idiom. Period.

2nd Question :

The project "will establish", the project "provides"
The population - "lives" and "works"
Mind you - population can be singular or plural. But the context states it as a group (Collective), so use singular nouns.

Looks for the answer choice with the above three green (correct) verb forms, and you will end up with (A) or (D)

IMO : (A)
