Freedman's survey showed that people living in small towns and rural areas consider themselves no happier than do people living in big cities.

E would need to say "not AS happy AS people" to have a correct comparison, although the "not" at the beginning is still awkward.

In English, the preferred idiom when making this type of comparison is to say "no".

MAKES A COMPARISON: She is no prettier than any of the other girls.

AWKWARD/DOES NOT MAKE A COMPARISON: She is not prettier than any of the other girls.
