let the quantity of milk be x

total earnings from milk after mixing water = price per ltr * (x+5)
total cost of getting x lts of milk = 3x

profit = 3(x+5) -3x
3x * 20/100 = 15
3x/5 = 15
x = 25

% of milk = 25/30 = .833 or 83.3%
