In spite of continuing national trends toward increased consumption of specialty foods, agronomists in the Midwest foresee a gradual reversion to the raising of agricultural staples: feed corn and hard red wheat.

A - raising of agricultural staples - is not right
B - that and raising - is not right
C - reversion back - back is same as reversion
E - into the raising - is not correct usage.

Hence answer is D.

Experts correct me if I my line of though is not right.

"Reversion back" is redundant, so we can get rid of B and C.

"Reversion into" in E is unidiomatic; the correct expression is "reversion to" (as in "reversion to the mean")

A and C both have "reversion to," but C is incorrect. Why? Because the "to" is part of the infinitive "to raise", so we have "reversion" on its own, which doesn't work.

A works: "(reversion to) the raising..." (where "raising" is a gerund)
