mgmat vs OG - quantity expressions!

hi, as per MGMAT

'' an overwhelming proportion of is a quantity expression.
Most such expressions, although the word themselves are singular, take grammarically plural forms because they represent quantities that are clearly plural in number.
For instance, percentages, proportions, fractions, and the like fall into this category.''

So basically, these are plural subjects requiring plural verbs.

BUT, the OG (11th edition, Diagnostic No. 43) says

''here, judges, partners....all occur between the SINGULAR subject, proportion, and the verb, which should be SINGULAR, has risen.''

the correct ans choice is..
'' the proportion of judge and partners at major law firms who are women has not risen comparably''

what is everybody's opinion? to go by mgmat, or OG?

Ive been doin poorly on quantity expressions, so need a good advice on this, so I can improve on my weakness.. :roll:
