C) public broadcasts made from private television cables that were laid ------> part in red changes the desired meaning
D) that the public can broadcast using private television cables, which are laid -----> in order to show intention we need to use " to + verb " form
E)the public to broadcast because of the laying of private television cables

Thanks I agree that to broadcast is more idiomatic in this case but I was confused with broadcast over private television cables laid on public land somehow this didnt sound correct to me...that means broadcast from and broadcast over are both idiomatic constructions depending on use....

yup both broadcast from and broadcast over are correct depending on the usage,for example:

1. the information is being broadcasted over all the news channels

2. the information was broadcasted from TV antennas

I hope it clears.........
