You shoud try not reading it as a standalone phrase.

"Something allows the public to broadcast over cables laid on public land. " Does this sentence make sense now?

I agree with ankur...Oa is A thats okay..because other choices are awkward and wordy...but i didn't get the meaning of the sentence...if someone get the logical meaning pls explain??

Your answer is gramatically Correct but i cant still see a logic in the sentence. How do a public access cable television allow the public to broadcast over private television is beyond my understanding.

made from private television cables [ed modifier for public broadcasts. Public broadcast that are made from priv tv cables]
that were laid on public land. [modifying cables].

IMO C is grammatically correct but differ in meaning from A. To me both options sound fine.

public broadcasting (made from private television cables)
the sentence in the brackets is a modifier modifying cables
and the (that clause modifies cables)
C doesn't have a verb

Thanks for your inputs on this.
I do see a verb in the sentence.I have broken the complete sentence in parts to reiterate my point.
Please let me know, if I am missing something here.
