At the time of the Mexican agrarian revolution, the most radical faction, that of Zapata and his followers, proposed a return to communal ownership of land, to what had been a pre-Columbian form of ownership respected by the Spaniards.

(A) land, to what had been a pre-Columbian form of ownership respected by the Spaniards
(B) land, a form of ownership of the pre-Columbians and respected by the Spaniards
(C) land, respected by the Spaniards and a pre-Columbian form of ownership
(D) land in which a pre-Columbian form of ownership was respected by the Spaniards
(E) land that had been a pre-Columbian form of ownership respected by the Spaniards

What is the red portion signify structurally? What is this 'to communal...., to what had been .....' structure.

Also, what is wrong with B. Isn't it an appositive that modifies the 'Communal Ownership of land'?

Please advice?

The key lies in understanding the meaning.

The Zapata proposed a return to X, to what had been Y
Getting defeated is just a temporary notion, giving it up is what makes it permanent.

If you want to be more elaborate then it goes this way. Zapata proposed a return to Communal ownership of land to replace pre Columbian form of ownership, which was respected by the spaniards. the past perfect tense is to show that it was respected by spaniards before the Zapata started following it hence the had been ... respected ...
Getting defeated is just a temporary notion, giving it up is what makes it permanent.

Meaning is not clear to me BUT IF this was the intended meaning then it should be:
The Zapata proposed a return to X (Communal ownership of land), FROM what had been Y (Pre columbian form of ownership)

ALso i did not get following statement "had been" is used to show that previous ownership was "pre-columbian form" and "respected..." is just a modifier which has NOTHING to do with "had been"
the past perfect tense is to show that it was respected by spaniards before the Zapata started following it hence the had been ... respected ...

what's the SOURCE of this problem?
this sentence is not written in a style that has any analogue or precedent in the official gmat materials.

so:
(a) you would be best off ignoring this problem,
(b) you should view the source with extreme suspicion from now on (read: "don't use it").
