In addition to providing more course offerings than Willow High School, the teachers at Menlo High School are better trained than those at Willow, having received more information on instructing a multilingual and culturally diverse student body.

in the original sentence, the opening clause incorrectly modifies the teachers, whereas it should modify Menlo High School.

Out of B, C and E, only option B compares teachers at Menlo with with teachers at Willow.

C gives an impression that the same teachers work in Willow and Menlo.

Hence, B is "the one".

My pick is B.
A,D are wrong. Menlo High School is required. It's school, providing course offering not the teacher.
C - unnecessary usage of they for comparison purpose
E. Wrong sentence formation for comparison.
So, B wins here.
