B indicates that the spectrum scam was done by the Supreme Court.

B vs C
B can't be the right answer. In B, 'which' refers to the supreme court and implies that supreme court resulted in a loss !

Hence C !

Can someone explain in detail why D is wrong here ?

I don't quite get the concept of indictment ! Everyone is getting that it took place sometime in the past. Why can't it happen now ? What is the indication that it took place in the past ?
