I think it is E because the singular Subject believe takes the Singular Verb 'is', so a, b, d are out. Now b/w C and E because of change of words in C I go with E

... there IS without a doubt, A WEALTH of reasons....
Singuler verb 'is' satisfies the singular collective noun 'wealth'...

In "There are... " construction subject comes only after the verb.

There are A WEALTH OF GOOD REASONS... ==> Here A WEALTH is the subject

OF GOOD REASONS is part of the noun phrase, or we can say prepposition phrase. Subject is never part of the prepositional phrase.
