Investment always carries a risk of loss, and mutual funds are not always safer than individual stocks.

(1)and mutual funds are not always safer than individual stocks

I used to think that since comparison of mutual funds and stocks is clear, we don't have to repeat 'are'.

Yes I agree with your @saxenashobhit. I would have selected choice 1. I could not find any error with 1. There is no ambiguity in the meaning of this sentence.

Experts please help. May be there is something that we are missing in this question :(
