view X to be Y is incorrect. B,D,E are out
So, we are left with A,C
If we remove the modifier in C, the sentence will be:
Many financial experts believe that policy makers at the Federal Reserve who are almost certain to leave interest rates unchanged for the foreseeable future.
This sentence doesn't have main verb at all . So, it is a fragment and hence doesn't make complete sense. So, C is incorrect

Issues
A - ambiguous
B - same as above
C - Correct; clear as to who
D - who refers to Fed reserve; view to be balanced - unidiomatic (as balanced); 'that of' is wordy unnecessary
E - 'is' does not agree with policymakers

IMO A. "between that" is incorrect in B and D. in option C meaning is not clear. in option E wrong SVA

if i consider "between X and y" idiom, i can still eliminate option B and D, and i eliminate C because modifier is not clear what it modifies. bro i cant understand ur reason of elimination of C.

Consider the bold text(ignore the modifier)
I will make a similar construction with simpler words:
I believe that members of BTG who are almost certain to score high.
Does this sentence make any sense? It doesn't right? It lacks the main verb to make complete sense. The verb 'are' is part of the modifier.

Now remove 'who' from this.
The sentence will be:
I believe that members of BTG are almost certain to score high.
This sentence makes complete sense right? Because it has a main verb 'are'

That is why C is incorrect and A is correct.
