Mannis Corporation's archival records are stored in an obsolete format that is accessible only by its current computer system; thus they are inaccessible when that system is not functioning properly. In order to avoid the possibility of losing access to their archival records in the case of computer malfunction, Mannis plans to replace its current computer system with a new system that stores records in a format that is accessible to several different systems.
The answer to which of the following questions would be most helpful in evaluating the effectiveness of the plan as a means of retaining access to the archival records?
(A) Will the new computer system require fewer operators than the current system requires?
(B) Has Mannis Corporation always stored its archival records in a computerized format?
(C) Will the new computer system that Mannis plans ensure greater security for the records stored than does Mannis' current system?
(D) Will Mannis' current collection of archival records be readily transferable to the new computer system?
(E) Will the new computer system be able to perform many more tasks than the current system is able to perform?

Please explain your pick. What is wrong with D

According to Question Stem we can discard A,D and E
A: Operators -- Out of scope
D: Transfer -- Does not matter as our concern is accessibility
E: More Tasks -- Our purpose is retaining the access

B questions the format is computerized? But it is archival records are already in an obsolete format but in a computer. So it is a computerized format.

IMO C .

Not sure :(

I think it should be D.
If the data is not transferable to new computer system then plan will not work.

Rest all the other options does not relate to plan of the company.

My question was on the effectiveness of the plan. Cost effective ? time effective ?

Option D suggests a conditon for the implementation of the plan. Therefore IMO A

Sarpan...neither....effectiveness here should be reflected in the 'ability to access' the records from archival/old systems using the new system which can access multiple formats

D best fits the bill...

A - addresses cost/time etc which is not the issue(s) at stake here...

I think the distinction you are looking for here is between "effectiveness" and "efficiency"

Effectiveness means "get the results done", but disregards the means needed to achieve that end.
Efficiency means "get the same result using less resources".

For example, dropping a 5 ton anvil on a cockroach will be effective (it will get the job done), but not efficient - an accurately thrown shoe will achieve the same result with far less effort. (apologies to cockroach lovers for this last example).
In a way, the term "cost effective" is misleading - it should be cost efficient :)
GMAT CR problems rarely play on this distinction, but shit happens.
