This question asks whether you know the idiom.

Not only A but also B (A and B parallel)

the subject of this sentence is plural connected by "and"

therefore, eliminate A, B and C right away.

between D and E, it should be D.

not only save the water but also help...... (save and help, parallel form)

Not Only...But also is the correct Idiom.

Managing your irrigation system well and watering your grass wisely not only....

This is like A+B thus we have to have a plural verb

SAVE and HELP do it
