Answer should be A.

I guess, from your question, it seems like you wanna know the difference between answer choices A and D.

I think D is incorrect because it is wordy and repeating the noun.

What is the OA?

There is no difference. I think you are getting confused in A and D. Just remove the sentence in "," and make the sentences again.
A --> ....for creating products that never were sold --> Correct.
B --> ...for creating products that never was sold --> sub/verb disagreement.
C --> ...for creating products that was never sold --> sub/verb disagreement
D --> ...for creating products that the products were never --> products is getting repeated.
E --> ...for creating products that they were never --> Nonsense :)
