7th line of the first para-
...confusing often rudimentry knowledge of how to read with popular access to important books and documents.

This line says that the person who is having rudimentry knowledge does not necessarily has the acess to books and documents.

IMO(D)

Sometimes there is very fine line between right and wrong: perspective.
