Q7: "For example ... <-- listing an analogy here (but read the context too, everything must be supported by previous facts :) )Q8: fact test --> true type of question, restates everything given in the evidence and conclusion parts.

Q8-A: we need to find logical solutions --> both actors in the system (health-care providers and insurers) need to be impacted, therefore comprehensive approach is required.

But comprehensive doesnt mean `balanced `;It doesnt have any connotations related to serving both ends

We don't balance here; neither we want to cover/embrace everything. The costs in the health care system must be reduced. Currently, the costs are shifted -e.g. from one actor to another. One way to put the costs under control (and subsequently reduce them) is to impact the actors in system (health-care providers and insurers). This will prevent the shift of costs.
