Master | Next Rank: 500 Posts Joined 15 Oct 2012 Posted: 194 messages Followed by: 6 members Upvotes: 47 The legislature seems [to talk ...blah blah blah...but to do ...blah blah blah blah...] The legislature seems [to talk ...blah blah blah...but doing ...blah blah blah blah...] In the above two sentences, the second construction has issues with parallelism. Eliminate D and E. B is a nonsensical construction ending the sentence awkwardly with "achieving such". Achieiving such what? A has a major reference issue. The option uses 'that' to refer to "reform", whereas we should refer this singular noun with 'it'.
