The legislature seems to talk at great length about reform but to do almost nothing to achieve that.

(A) to do almost nothing to achieve that
(B) to do almost nothing achieving such
(C) to do almost nothing to achieve it
(D) doing almost nothing in achieving any
(E) doing almost nothing to achieve that

it refers to reforms.

parallel construction,

The legislation seems 1. To talk about at great length about reforms
2. To do nothing almost nothing about it( reforms )

C looks the best among these options.

seems to talk... but [seems] to do nothing...

To do here is not logically correct.

In the above two sentences, the second construction has issues with parallelism. Eliminate D and E.

B is a nonsensical construction ending the sentence awkwardly with "achieving such". Achieiving such what?

A has a major reference issue. The option uses 'that' to refer to "reform", whereas we should refer this singular noun with 'it'.

C corrects all the mistakes discussed above and is hence the right choice.
