(C) as fast(, and in some parts even faster than,) those – if you remove the nonrestrictive clause, the sentence will be awkward.

So fast would require a that afterwards
but its missing so ABC are out

they refers to what? value or pinelands or some other parts
so e is out

IMO Answer is D

Agree with D as correct answer
also because only D and E have idimatic expression as fast as. E with what they did is awkward
