While larger banks can afford to maintain their own data-processing operations, many smaller regional and community banks are finding that the cost associated with upgrading data-processing equipment and with the development and maintenance of new products and technical staff are prohibitive.

It will be costs since we are talking about multiple things-data-processing equipment and with the development

IMO B should be the answer.

C,D and E are simply incorrect
b/n A and C the diff is cost vs costs
here the cost is used as noun so it must be llel with the nonunderlined verb are
so we need plural sub i.e costs........
