Last year, land values in most parts of the pinelands rose almost so fast, and in some parts even faster than what they did outside the pinelands.

a. so fast, and in some parts even faster than what they did

I chose B for this one, can someone tell me why "so fast" is incorrect

Because it is preceded by almost-hence "rose almost so fast" is incorrect usage of so over here.
With "almost" usage of "as" is found more accurate .
AND "so fast " should be succeeded by " that" -so fast that.

i would go for D....

it can be broken in two sentences..

Last year, land values in most parts of the pinelands rose almost as fast as, and in some parts even faster than ,those outside the pinelands.

land values in most parts of the pinelands rose almost as fast as those outside the pinelands.

Here :fast is being modified by the comparison clause , as those outside the pinelands.

And, land values in some parts rose even faster than those outside the pinelands.

here: faster is made precised by the comparision clause , than those outside the pinelands.

I think it would be clear now.
