I'd go with C:

Simply because of the ratio of their "Earnings" (plural) to those (plural) of men.

Additionally the ratio still has relevance today which means present perfect tense is required i.e. "have (plural) been"

IMO E.

Ratio is Singular. So, A, B and C are out.

Ratio: A to B.

Also, Its happening since 1960. So, present continuous is correct.

Simple present tense is wrong. D out.
