Verb of the THAT clause is was -singular
In A) outposts is plural
B)outposts is plural
C)"their" is ambiguous
D)perfect no error
E) changes meaning "that could only be called thriving"

the issue about object and meaning.
this ancient Roman city should need a single objective, so we can eliminate A, B, C.
E is redundancy,
D is contract and full meaning and grammar correct,
