You are right Kapur.arnav.

Answer should be E.

Since the sentence say "In reference to the current popularity of electronic mail".The tense in entire sentence should a present one unless required.

A) wrong tense expressed
B) again wrong tense
C) This sentence changes the meaning of original sentence. This sentence means-whenever the postal services refer to current popularity of e-mail these services express anxiety.

The original sentence means to say that - these postal services cite the current popularity of e-mail for their anxiety.In other words in the original sentence there is a causation.The postal services believe that popularity of e-mail is causing their anxiety.

This sentence indicates this situation as a general occurrence.

For eg When I eat,you sleep. [ this indicates two random events occurring at same time]

D) wrong tense. The postal services don't do anything with reference of current email popularity-wrong modifier.

E) This correct.This sentence keeps the original meaning and uses correct tense express.
