The answer should be E.
Use of compiled testimonies is incorrect.
Compiled testimonies of hundreds of eyewitnesses - this would mean that testimony of each eyewitness was a compiled testimony. Rule out A,B, C
This error has been corrected in D and E using testimonies compiled from. However, Option D is badly constructed. E error free and is much more clear.
What is the OA?

you can rephrase the sentence
Historians, based on the compiled testimonies --> clearly wrong
(B) Using the compiled testimonies of hundreds of eyewitnesses
correct
(C) By the compiled testimonies of hundreds of eyewitnesses
same as A
(D) With testimonies compiled from eyewitnesses used for their basis
their has no clear antecedent+ you don't start a sentence with "with"
(E) Based on the testimonies compiled from hundreds of eyewitnesses
same as A

A ---- we have a participle - ed modifier, which modifies the subject of the following clause... in this case subject is Historians... so they question is are historians based on ????? ofcourse not ... hence A is incorrect
B participle -- ing modifier .... modifies the complete clause..... which makes complete sense here ..... so lets keep this as a contender
C & D are prepositional modifiers which again modifies either NOUN OR VERB but we are looking for something that modifies the complete clause
E AGAIN has the same issue like A
hence IMO B
