My Pick is B.
Parallelism. had <occupied and fortified > || with had won --> proper construction.

I only have answer keys and not explanations. I dont know if the answer keys are reliable. Hence i have not posted the OA.

Komal, We understand that you are not sure about the OA's for the source that you have, as you mentioned earlier, but would appreciate if you can manage to post them for the group convenience. Later on we can take that up with available experts..Its OK if you don't post them upfront with the question itself but after 1st, 2nd or 3rd reply you can post them..it would be another right or wrong answer choice, but from the source. thanks for your cooperation and understanding.

IMO B. Here the loyalty of citizens refers to an event in 886 which precedes the event of 893. Hence "did not mean that he had won the loyalty of its citizens" is the correct usage.

I thought "The Fact That" was frowned upon on the GMAT because it was unecessary.

The GMAT is indeed adaptable. Whenever I answer RC, it proficiently 'adapts' itself to mark my 'right' answer 'wrong'.
