I think 3 because
1)UFOs and their general curiosity about extraterrestrial life has.
thier -> incorrect reference to pronoun as well as public -> singular
2)UFOs,as well as their general curiosity about extraterrestrial life have.
as well as-> first subject - singular so has to be has
3)UFOs,as well as its general curiosity about extraterrestrial life has.
4)UFOs,as well as its general curiosity about extraterrestrial life have

yes ,you are right .Can you please explain to me why if 'as well as' is used we have to take the first subject?

words joined to a singular subject by "with" and "as well as" will take singular verb, will take plural verb if the subject is plural.

the subject in the above was the public, singular and hence singular verb
