Kaplan SC: correct ans but explanation seems to be wrong.

Declining revenues resulting from a decrease in business travel, a source of income without which most commercial airlines could not survive, are going to force many commercial airlines to increase prices and decrease services in the coming months.
(A) a source of income without which most commercial airlines could not survive, are
(B) a source of income without which most commercial airlines could not survive, is
(C) and most commercial airlines use it as a source of income to survive with, are
(D) which is a source of income which is needed by most commercial airlines who could not survive without it, are
(E) which most commercial airlines use as a source of income without which they are unable to survive, is

Kaplan says that D does not acts as a modifier. IMO it acts as a relative pronoun modifier and correctly modifier "business travel" though there are other problems with this option and io agree correct ans is A.

IMO:A

Kaplan says that D does not acts as a modifier. IMO it acts as a relative pronoun modifier and correctly modifier "business travel" though there are other problems with this option and io agree correct ans is A.

How about E

agreement and modification issues predominate this qn. A suffers from modification issue -- ambiguous whether modifying 'declining revenues' or 'business travel'...B has agreement issues...E correctly addresses both

I feel in option A, it clearly modifies business travel.

the agreement issue is present not only in B but also in E.
the part within comma is a non essential modifier.

"are" is correctly used for Declining revenues also "a source of income without which most commercial airlines could not survive" correctly modifies business travel
(B) a source of income without which most commercial airlines could not survive, is - "is" does not agree with Declining revenues
(C) and most commercial airlines use it as a source of income to survive with, are
"and" is unnecessary and distorts the meaning
(D) which is a source of income which is needed by most commercial airlines who could not survive without it, are
who is used for airlines - wrong
which is - not required
(E) which most commercial airlines use as a source of income without which they are unable to survive, is
"is" does not agree with Declining revenues
