majority/minority usage depends on context
1)If used in part of totality- verb is plural
eg-The majority of the students in the class are hard working.
2)If used as"totality itself" - verb is singular.
eg-The student majority is opposed to death penalty.
So here, according to (1) it will be,
The majority of the voters want to unseat the incumbent.
