Mostly 'ask' is used in transitive form. Intransitive form of 'ask' is used for inquiry and request. When used for request usual 'ask' is followed by 'for' and not 'that'.

In the question, 'asked' is used in transitive form and hence it should followed by some object i.e. x asked y to encourage z to withdraw from his country.
