The question is saying Japanese >= 100. Imo I dont see this info being used anywhere since the question is not asking us to find numbers but just find out if Japanese more than French which u can from the ratios.

Statement 1:
16 study both French and Japanese
if # of French = y
then 4%of y = 16 study both
==>y = 400
since number of Japanese >100
So statement 1 is insufficient ?

Question says AT LEAST 100 students study Japanese, this number could be 401, because stmt 1 doesn't utilize the number of students studying Japanese at all, we can't compare.
Am I correct or am I missing something?
