It is highly desirable that you furnish evidence of your expenses before you submit your final accounts.

B. It is highly desirable that you should furnish evidence of your expenses
C. It is highly to be desired that you furnish evidences of your expenses
D. You must furnish evidence of your expenses
E. You should have to supply evidence of your expenses

OA - A

B - it is bad form to use "should" or "must" in a subjunctive clause
C - "to be desired" is not synonymous with "desirable." Something "to be desired" is lacking, while something "desirable" is something we would like or hope to see.
D - changes the meaning from desirability to destiny
E - "should have to" describes a de jure situation I want to see, not, as "it is desirable" describes, a de facto situation I want to see.
