Yes, ISB are opening a 2nd campus in Mohali. The inaugural batch should start from 2012. The reason i say 'should' is because the building is still yet to be completed and it is way behind schedule. I had contacted the admission cell at ISB in March asking them about admission requirement fro ISB, Mohali and they told me at the time that ISB Mohali is still on the drawing board and the final decision will be taken on it by end of May. But since they have a got a separate website up for it, it looks like it will start from next year.
Having said that, the admission criteria for Mohali remains the same as Hyderabad. In your application, you can specify the location you want to study and depending on availability, you will get it.
It will have a total of 210 seats and will not offer all the specialisations as offered by ISB, Hyderabad. I think i read on the website itself that students who want to pursue courses which are not available at Mohali, can exchange with a student from Hyderabad near the end of the year and take up the course at Hyderabad.
