We're never given enough data. Even when you combine the statements, if (x,y) = (1,4) then xy < 5. However if (x,y)=2,3) then xy > 5. The answer is E. I go through the question in detail in the full solution below (taken from the GMATFix App).

Hi LulaBrazilia,

This DS question is perfect for TESTing Values:

We're asked "is XY > 5?" This is a YES/NO question.

Fact 1: 1 <= X <= 3 and 2 <= Y <= 4

If...
X=1 and Y=2 then XY = 2 and the answer to the question is NO
X=3 and Y=4 then XY = 12 and the answer to the question is YES
Fact 1 is INSUFFICIENT

Fact 2: X + Y = 5

If...
X=1 and Y=4, then XY = 4 and the answer to the question is NO
X=2 and Y=3, then XY = 6 and the answer to the question is YES
Fact 2 is INSUFFICIENT

Combined, we have a set of values that fits BOTH Facts:

If X=1 and Y=4....the answer is NO
If X=2 and Y=3....the answer is YES
Combined, INSUFFICIENT

Final Answer: E
