Choice E uses the relative pronoun "that" and it is modifying European nations (immediate noun) and that's the reason it should be "that are planning"..

The way I approached this problem is :
"tax incentives" are countable. So we cannot use "less" but can only use "fewer" . So b) and e) are out. c) can be rejected because of "planning on" . We are left wit a) and d). d) unnecessarily includes "which is" so I think the answer should be a)

ps: I think "that" in e) doesn't refer to EU Nations instead it refers to France. SO we cannot reject it on the basis of "is"
