Let's take each statement one by one.
(1) The shortest side of the triangle is 8 1/4 inches.
Since the shortest side of the triangle is 8 1/4 inches, the other two would be at least 8 1/4 inches; thus, perimeter ≥ [3*(8 1/4) = 24 3/4] > 24. The answer is no. Sufficient.
(2) The triangle is isosceles and the longest side is 1 inch longer than each of the other sides.
Case 1: Say the three sides are 2, 2 and 3. Thus, perimeter = 7 < 24. The answer is yes.
Case 2: Say the three sides are 12, 12 and 13. Thus, perimeter = 37 > 24. The answer is no. No unique answer. insufficient.
