Great question - the glaring problem in E is that the meaning is illogical. Singapore does not have "Kansas's population in one-three hundredths of its area". Kansas's population is, for the most part, in Kansas!
The sentence as written puts the actual people of Kansas within Singapore, and that's not logical. It would need to say something like "with the equivalent of the population of Kansas located within only 3/100 of its area..." - noting that the number is the same as the population figure for Kansas.
