Option (A) is wrong because of incorrect formation. The correct IDIOM is from X to Y, where both X and Y should belong to same category of parts of speech.

So in current scenario,

X = the same task
Y = establishing hierarchy OR the establishment of hierarchy

Now here X is NOUN, so Y should also be NOUN, therefore choose "the establishment of hierarchy", which NOUN, whereas "establishing hierarchy" is gerund.

Therefore, choose (E).

I will still go with "E".
A. from practical communication (noun) ... to establishing hierarchy (action)
B. from communicating practically (action+adverb) ... to the establishment of hierarchy (noun)
C. from practical communication (noun) ... to the establishing of hierarchy (awkward)
D. from practical communicating (awkward) ... to the establishing of hierarchy (awkward)
E. from practical communication (noun) ... to the establishment of hierarchy (noun) ... hence correct.

Correct me if I am missing something ?
