Let x=-1, y=-2, so xy=2
x/y = -1/-2=1/2
is xy>x/y: YES

Let x=-1, y=-1/2, so xy=(-1)*(-1/2)=1/2
x/y = (-1)/(-1/2) = 2
is xy>x/y: NO

St1 is INSUFF

st2: y<0
INSUFF, no info on x
or we can still use the values in st1

combined: Still INSUFF, use the values we had taken for st1
