in reference to this article,

we are flipping signs when dealing with inequalities, bases, exponents. my question is, do you only flip the sign when you have fractional bases with exponents or would you flip the sign in a normal inequality where the bases are integers?

We won't flip sign while dropping the base if 3^ (4 y) > 3^ (8 y + 14), as squaring or raising to much greater power an x > 1 results in more than x.

just to reconfirm, we only flip when the base is fractional? right!
