If you quickly scan through the answer choices only B and C can give you the answer 2 and 4.
lets take B
Positive case:-
x-1<3 i.e. x<4 (1)
Negative case:-
-(x-1)<3 i.e. -x+1<3
-x<2
x>-2 (2)
from 1 and 2
-2<x<4

IMO B
