if r=.02 and s=1.0002 ,r*s= .02* 1.0002 = .020004 <1
if r=0.9 and s=1.99 , r*s=0.9*1.99 =1.791 >1

So both cases are possible

r=9/10 and s=19/10, rs=171/100 (>1)
