During the industrial revolution, most of the government stimulus money was spent on mining industrial metals that were needed to build heavy machinery and on building the infrastructure needed to carry large pieces of machinery across the country.

IMO: A. I see no problem with the sentence , it is parallel and concise.

option B is wrong as it is a sentence fragment because there is no independent clause after the dependent clause "when they built the infrastructure....."

option C is wrong because the gerund phrase "building of the infrastructure" is awkward and wordier. Option A correctly uses "building infrastructure" which is more concise.

option D again uses the awkward gerund phrase "building of the infrastructure".

option E is also wrong because of the usage of awkward gerund phrases "building of heavy machinery" and "building the infrastructure"

E is wordier construction. "building of the machinery" can be changed to "building machinery" already present in option A

"building of the infrastructure" can be changed to concise phrase "building infrastructure"

"carrying of large pieces" can be changed to "to carry large pieces" .

So due to the usage of these wordier gerund phrase, E is incorrect.
